Employing the basic concept of Corporate Social Responsibility (CSR), partners with industry stakeholders in providing assistance and guidance to students and graduates for their On the Job Training (OJT) and Career Enhancement Training with an aim to help attain a sustainable supply of competent Sea Personnel.


Training Resources Management Foundation (TRMF) was conceived by Dr. C/E Romeo C. Luzuriaga, Ph.D., the Founder, in 2012.

Although initially hindered by financial constraints, its implementation was finally realized by the end of 2018. The core objective of TRMF is to serve as the helping hand of the RCL Group of Companies, dedicated to supporting seafarers and collaborating with diverse maritime stakeholders while adhering to the principles of Corporate Social Responsibility (CSR).

  1. Fostering Educational Partnerships: We aim to establish partnerships with Maritime Education and Training Institutions (MTCIs) to enhance curriculum, ensure compliance with industry requirements, and align educational programs with competence objectives.
  2. Innovative E-Learning: Collaborating with maritime schools and organizations, we seek to develop and implement cutting-edge e-learning methodologies to enhance the educational experience.
  3. Enhancing Competence: TRMF is committed to cooperating with maritime stakeholders to improve the competence of cadets and seafarers. We develop systems for assessments, structured on-board training, and career progression.
  4. Supporting Student Careers: Within the scope of our resources, we provide assistance to students in their career development, helping them navigate the path to success.
  5. Comprehensive Assessment: TRMF conducts comprehensive reviews and theoretical assessments within partner schools and manning companies, ensuring students' readiness for the industry.
  6. Affordable Training: We collaborate with training centers to offer affordable fees, facilitating students' compliance with necessary documentation.
  7. Benefactor Benefits: TRMF registers willing Cadets and Seafarers as Foundation benefactors, issuing membership cards that grant access to future discounts and benefits related to training and deployment.
  8. Community Commitment: Our foundation is dedicated to contributing to government poverty-alleviation programs and establishing our scholarship scheme through partnerships with stakeholders and their Corporate Social Responsibility (CSR) initiatives.
